This document summarizes proposed legislation which would require many US retailers to provide country-of-origin labeling (COOL) for fresh produce, red meats, and peanuts. Mandatory COOL for seafood was finalized on September 30, 2004. Some in Congress still strongly support mandatory COOL, while others counter that it should be voluntary.
