This report discusses the agreement on civilian nuclear cooperation between the US and China, focusing on congressional roles in the process. Some Members of the US Congress have been concerned about Sino-US nuclear cooperation because of China's proliferation of nuclear weapons. The authors also discuss how this experience might apply to other similar agreements, such as with India.
