This report documents the socioeconomic conditions in the San Joaquin Valley (SJV) region of California. It compares and contrasts the SJV with the Appalachian Regional Commission area and a 68-county Central Appalachian subregion which contains some of the most economically distressed counties in Appalachia. The author examines the role of federal expenditures in the cities and counties of the SJV. He concludes with an analysis the water supply and quality issues relating to agriculture, air quality, rail and shipping.
