This report suggests that a more streamlined and simplified system can deliver a market-driven innovation policy that will help catalyze growth. The authors propose a system in which government promotes the development of world-class infrastructure; helps facilitate the transformation of ideas into innovative products and services; and acts as an innovation buyer through the strategic use of public procurement.
