The strategic dimensions of Korean economic policies have received far less scrutiny than North Korea’s nuclear posture. This report attempts to help fill this gap. It begins by discussing the origins of Kaesong as a logical outgrowth of Kim Dae-jung’s Sunshine policy to promote the gradual economic integration of the peninsula. Next, the report examines the impact of South Korea’s first post-Sunshine policy president, Lee Myung-bak.
