This report discusses the implications of the new US defense guidance for transatlantic nations and makes a number of recommendations to be addressed at the NATO summit. Firstly, NATO should establish a longer term strategy for the Greater Middle East. Secondly, it should work with North African countries on issues pertaining to the role of the military in a democracy. Thirdly, it should focus on cyber defense and weaponry as a global issue and help organize a Cyber Security Board. Finally, it should investigate ways to maximize military capacity to make the most of shrinking military budgets.
