This paper analyzes the limits to EU enlargement and considers how the organization plans to ensure its stability, and as well as the stability of the wider European continent. As part of this analysis, the author examines the EU's "Northern Dimension" to see whether the organization can cope with the demands it will face after its further enlargement in 2004.
