This paper examines how inter-organizational relations shape the EU's external identity. Through the course of the paper, the author argues that international organizations exist and function in an environment, which not only comprises states, but also other organizations. The author explores this hypothesis through the example of the EU and NATO. Here one can perceive a subtle rivalry over roles, tasks, and decision-making, and ultimately over the degree of power they wield over their respective members.
