This paper takes a closer look at the issues concerning the EU-Russian border, as well as the EU's border policies, instruments, and programs. The paper outlines the transition of the EU-Russian border between 1995 and 2004, which ran parallel with the process of enlargement. The paper goes on to analyze the external elements surrounding the EU's border-making processes.
