This report contains recommendations on the inclusion of civil society activities in the EU's Eastern Partnership (EaP). Civil society has been involved in the EaP initiative since November 2009 when the EaP Civil Society Forum was launched. At the same time, civil society has faced a lot of obstacles on the way to becoming a proactive participant in the EaP.
