This report assesses the course of and prospects for further EU enlargement to the Western Balkans. The authors argue that future enlargement will most likely be different from past experience: It will proceed in a case-by-case fashion, whereby one country at a time is accepted. Croatia may set a precedent for the future in this regard. The authors recommend that the EU adopts a more proactive strategy towards the Western Balkans aimed at influencing the local elites in the long-term, reforming media structures and promoting democratic governance.
