This report evaluates the costs and risks associated with the Indian-Pakistani arms race. The author first presents background on the rivalry between India and Pakistan. Then the conventional arms buildup and the nuclearization of the arms dynamic is examined. This is followed by details of the economic costs associated with the arms dynamic including military expenditure trends, opportunity costs and effects on development. Thereafter the relationship between the failure of development and the growing internal instability and insecurity is laid out. The study concludes with measures that need to be taken if India and Pakistan are to break out of the destabilizing spiral of instability and conflict.
