This report examines the links between conflict, state fragility and transnational organized crime. The author contends that responses focused exclusively on security and the rule of law will only have limited effect due to their lack of social, political and economic content. Broadening the conceptual understanding of the relationship between organized crime, conflict and fragility, she argues, should make it possible to implement more effective responses.
