This paper talks about the European Neighborhood Policy (ENP), which was initially conceived as a way to encourage the EU’s neighbors, Belarus, Ukraine and Moldova to adopt modern European values and economic standards. The paper argues that the policy has not brought about any directly observable transformations. However, it does suggest that it is part of a working process of socialization involving the promotion of European standards. For example, the civil societies of the EU’s eastern neighbors now see European standards of human rights and democracy as the model to follow.
