This paper discusses America’s intention to intensify its role in the Asian Pacific and to devote more effort to influencing the development of the region’s norms and rules, particularly as China emerges as an ever-more influential regional power. The authors discuss aspects of continuity and new elements in America’s announced strategy. They evaluate benefit, costs and risks, as well as assess the military, diplomatic and economic aspects of this foreign policy reorientation.
