The paper explores the domestic terrorist threat in the United States since the 9/11 attacks. The author looks at 1) the level of activity 2) the use of nontraditional tactics 3) the exploitation of the internet 4) the decentralized nature of the threat and 5) prison radicalization. He argues that the boundary between constitutionally protected legitimate protest and domestic terrorist activity has received more public attention since the attacks.
