This report discusses the implementation of the Multilateral Debt Relief Initiative (MDRI) and the effectiveness of debt relief as a form of foreign assistance. In June 2005, G8 finance ministers proposed the new MRDI. The MDRI proposes the cancellation of the debts of some of the world's poorest countries relating to IMF, World Bank and African Development Bank loans.
