This policy brief asserts that the Philippines need US technical, material, and financial assistance to develop the maritime surveillance and patrol capabilities of its armed forces (AFP). The author argues that any such assistance should be contingent upon the AFP getting rid of the bureaucratic inertia that inhibits the forces and tackling the widespread corruption within its ranks. These requisites should be buttressed by the US resolving to remain the primary Pacific naval and military power well into the second decade of the 21st century.
