This policy brief discusses the "New Deal for Engagement in Fragile States" which was endorsed at the Fourth High-Level Forum on Aid Effectiveness in Busan, South Korea, on November 30, 2011. After exploring the development of the New Deal, the author looks at the challenges and dilemmas the agreement raises as well as prospects for its implementation, and the role of the UN.
