This brief examines the EU’s struggles to revamp itself as a global security actor following years of neglect in this area. Signs of change have emerged through a renewed engagement in crisis management, the launch of new missions and the extension of existing ones in early 2012. The authors argue, however, that the scale of these efforts is too narrow, and their scope and mandate, too limited, for the EU to re-assume its global security role.
