This report is the second in a series on the South China Sea dispute. It examines the factors driving South East Asian states to behave more assertively and increase their leverage against China. A hardening of positions on all sides is reducing the chance of a meaningful code of conduct being signed and making maritime clashes more likely. The authors argue that the claimants should take concrete steps to end the impasse and de-escalate the numerous incidents in disputed waters.
