This review analyzes the various national reports submitted to the United Nations Programme of Action (PoA) on Small Arms from 2001 through 2012. More specifically, it provides in-depth analyses on how well the states participating in the programme accomplished the goals set out in the PoA and the International Tracing Instrument, which was adopted in 2005. (The goals targeted improvements in record-keeping, weapons tracing, stockpile management and numerous other small arms-related areas.)
