This paper addresses the failure of Japan and South Korea to sign their first military cooperation pact, the General Security of Military Information Agreement (GSOMIA). The two governments have moved to deepen cooperation through working-level military talks since January 2011 and the signing of a tentative agreement to exchange military intelligence. The author looks at why the signing of the GSOMIA was postponed.
