This brief discusses the failure of the Istanbul-Baghdad-Moscow talks on Iran's nuclear program. It argues that the P5+1 have only very limited capability to prevent Iran from possibly constructing concealed facilities and secretly enriching uranium. It is nearly impossible to envision the UN Security Council taking any further action against Iran, because Russia and China would likely vote against it. The author concludes that the only way to defuse this dangerous situation is to make Iran abandon its enrichment program by proposing supplies from Russia instead.
