This brief examines the obstacles to reaching a negotiated settlement in Syria. It argues that peacemakers have so far failed to resolve the conflict because both sides perceive the conflict in zero-sum terms. They additionally do not trust their adversary to live up to any substantive bargain. The authors conclude that removing Assad will not be enough and that a sustainable effort to resolve the conflict should include security guarantees to both sides.
