Disarmament, demobilization and reintegration (DDR) and security sector reform (SSR) are acknowledged pillars of the international community’s commitment to post-conflict peacebuilding and sustainable development. While a growing community of experts and academics have emerged to support and promote both activities, the policy and programming linkages between DDR and SSR remain under-developed. This is partly because both sets of initiatives are frequently pursued autonomously, independent of one another. As a result, artificial epistemic and bureaucratic silos have emerged that frustrate productive exchange. Opportunities to build on synergies and strengthen positive outcomes in both sets of activities are therefore often missed.
