This report uses a security breach at a US nuclear production facility in July 2012 to illustrate how keeping large quantities of separated nuclear material located in sites across the US presents challenges for securing this material. The author notes that while spreading these sites out may have made strategic sense during the Cold War, this method is no longer appropriate at a time when security concerns include non-state actors.
