Tapping the Nile River Basin and its most precious resource has become an increasingly complex and contentious issue for those countries that rely upon it. This paper examines the various attempts made by the Nile's riparian states to develop effective basin-wide cooperation over its resources. One such effort is the Nile Basin Initiative (NBI) Cooperative Framework Agreement (CFA), which was initially opened for signature in May 2010 but remains hobbled by the climate of mistrust that exists between the area's states.
