When Sri Lanka’s military forces finally defeated the Tamil Tigers in May 2009 the outcome was greeted with joy in many parts of the country. However, since then the country has struggled to develop a truly democratic state underpinned by the rule of law, judicial independence and a vibrant civil society. This paper argues that international engagement with the government and empowering the people of Sri Lanka are important prerequisites for democratization to succeed.
