This report examines the growth of organized violent resistance in the Muslim-majority parts of Myanmar’s Rakhine State. The report’s authors specifically examine 1) the new group perpetrating the violence, including its objectives and international links; 2) how the government and its security forces have responded to the threat; and 3) the broader implications of this heightened militancy for the people of Rakhine State and Myanmar.
