This brief gives recommendations for the 2013 review of the European External Action Service. The review covers the implementation of three specific legal Articles to ensure an adequate geographical and gender balance and a meaningful presence of nationals from all member states in the EEAS. The author recommends to analyze both the strengths and shortcomings of the EEAS and to take action in order to reinforce the Service under at four headings.
