The brief discusses whether there is a future for India-Pakistan relations beyond minimum deterrence. The author argues that there is a growing discrepancy in the understanding of strategic issues in India and Pakistan as well as in capabilities and nuclear infrastructure. As a consequence, the danger of an asymmetric response of Pakistan to growing missile and missile defense capabilities of India is growing, including sabotage and terrorism. The author suggests that dialogue and confidence-building measures in the field of nuclear and conventional force could contribute to a reduction in bilateral tensions.
