This report elaborates on the concept of human security, which privileges individual human rights over the demands of traditional state security. Its advocates, however, do not see it as an either-or proposition. In their eyes, human security offers a more holistic approach to our understanding of security than past models. It will therefore increasingly impact the thinking of policy developers in the EU and its member, or so this report concludes.
