This commentary argues that the Common Security and Defence Policy (CSDP) has become an ineffective instrument of European Union (EU) foreign policy. Crises in the EU's neighborhood directly affect its security. However, the author argues that member states have not been able to agree on a common and coordinated response to political crises in Libya and Mali. In concluding, the author argues that the EU must choose between being a responsible actor in regional affairs or accept the demise of the CSDP.
