This is a transcript of a talk given by Alex Vines, Head of the Africa Programme at Chatham House on the stability and development in Somalia. He argues that piracy is only one symptom of the insecurity and lack of governance in Somalia. As the Horn of Africa is a region that is deeply interconnected, tackling the issue from a regional perspective is most likely to meet success. It is therefore encouraging to see that the EU is beginning to channel its efforts in support of a multi-layered solution.
