With a power struggle emerging in Guinea, this briefing analyzes the political developments since the December 2005 elections, and examines scenarios for the country's future. Although Guinea's civil society is beginning to take part in the country's development, the authors warn that the probability of a military takeover remains high. They especially emphasize that the shift from personality-based politics to a national consultation process, which was launched by Guinean civil society organizations in March 2006, should be supported by the international community. The report argues that only a clear sign by external actors signalling a rejection of a military government could enforce serious negotiations of the Guinean military with civilian actors.
