In this policy brief, Israel's national security concept is analyzed in the context of preventive military strikes against enemy force buildup and potential threats. After a general discussion, the problem is also considered in the specific context of current events in Syria and Lebanon. In principle, the author argues, there is a dilemma about whether and when to initiate preventive action against a serious threat is formation that endangers important Israeli security interests. According to the author, Israel will need to continue to consider seriously the danger of escalation, which will grow from incident to incident.
