In this policy brief, Israel's national security concept is analyzed in the context of preventive military strikes against enemy force buildup and potential threats. After a general discussion, the problem is also considered in the specific context of current events in Syria and Lebanon. In principle, the author argues, there is a dilemma about whether and when to initiate preventive action against a serious threat is formation that endangers important Israeli security interests.
