This policy analysis looks at Australia's cyber security strategy. It begins by presenting a conceptual framework for understanding cyber security threats. It then examines how Australia addresses these threats. It concludes by stating that the burden of cyber security should be shared between the users and providers of IT, namely by the government, industry and individuals, with the government being responsible for systems that have national security implications.
