In this paper South Korea's vice minister of foreign affairs and trade explains the need for an increasing role for middle powers in global governance. He argues that the world does not work hierarchically, but in a networked fashion, and that through creative ideas and flexible strategies, middle-power countries are well positioned to take the lead.
