The action plan adopted at the 2010 Non-Proliferation of Nuclear Weapons Treaty (NPT) Review Conference encouraged the nuclear-weapon states to agree on a reporting standard. This report considers the practical aspects of using the US-Russia New START treaty as a model for developing the transparency and accountability measures called for in the 2010 NPT action plan.
