This policy brief points out how a South Korean nuclear weapons capability would impose a meaningful penalty on North Korea for its nuclear weapons program. The benefits, it argues, would be twofold: On one hand, Seoul will possess a robust deterrent against Pyongyang; on the other, it would signal to Beijing that the costs of failing to discipline North Korea are rising.
