Finland's defeat in the 2012 elections to the UN Security Council came as a surprise to most delegates and observers. This report - based on confidential interviews by the International Peace Institute (IPI) - attempts to analyze what differentiated the three candidates vying for the seat and to identify some lessons learned from their respective campaigns.
