This paper examines space security and the potential for space-based assets to contribute to development in Africa. It suggests that political and legal frameworks that support space security are insufficient and that this has led policy makers to turn to norms of behavior to address issues of space stability and sustainability. Consequently, it examines the form of such norms and suggests what characteristics they need to be effective. It also says that African states need to participate in the development of these norms.
