This report looks at the Pakistan Police forces' struggles against terrorism. Unfortunately, the forces’ reliance on abusive behaviors and methods has provoked the Pakistani public to not work with them. The only way to reverse this predicament, the report concludes, is to institutionalize 'public support measures' that will revitalize public-police cooperation.
