This paper talks about the European External Action Service (EEAS) review 2013 following the start of talks between EU foreign ministers. The authors argue that the review offers the chance to improve the institutional dimension of EU foreign policy. Moreover, the review must enable the relevant actors to have a say on how it is conducted to ensure that member states feel that the EEAS is relevant to their interests. If this happens, it could contribute to member states recommitting to the policy and help strengthen the EU's performance on the international stage.
