This brief argues that Japan will increasingly be able to contribute to a more stable and peaceful Asia-Pacific region by using disaster relief diplomacy. It also suggests that disaster relief operations that use military assets could lead to military cooperation network in the region. The author thinks that Japan could play a leading role in such an institution.
