This report discusses the relationship between the concepts of risk and resilience from both an academic and policy perspective. The author examines multiple views, paying specific attention to the implications that any approach has for the protection of critical infrastructure. In concluding, the paper explores how researchers and decision-makers should view the two concepts in the Swiss context and provides recommendations.
