This paper cautions that as the war in Syria progresses, the risks from fundamentalist groups will increase. It also suggests that a conflict-ridden Syria is not in Israel's interest, but that its capacity to shape the course of the war is limited and any action entails the risks of unintended consequences. The paper concludes that lifting the weapons embargoes on moderate groups is the most realistic policy option from an Israeli perspective.
