This policy brief argues that Iran and North Korea have diverging international strategies in relation to their nuclear weapons programs. It says North Korea is pursuing a provocative strategy, designed to extract international concessions, while Iran maintains a crisis avoidance approach. Consequently, the author concludes that there are limitations in applying the lessons from North Korea to the Iranian case.
