This brief analyzes the implications of an attack outside Damascus in May 2013, reportedly carried out by Israel. The author provides an assessment of what the attack reveals about Israel's capabilities, the foreign policies of Russia and the US, and the objectives of state and non-state actors in the region. The potential for further Israeli intervention and possible retaliation are also discussed.
